This seems like it must be semi-fake, given that implantable pacemakers weren't really seriously available until the 1970s, and this seems like it's mimicking 1950s era adds like this one:
Anyway, zinc oxide is pretty prevalent, joke or not. We love white things to look so white, that we add it to all kinds of stuff, even if it serves no other purpose than to whiten :)

It's obviously a modern parody. You clearly don't watch a lot of TV. That may be a good thing.
